Where do I go or who do I contact to request an aircraft type be added to ASHA?

Also, I find that I'm unable the load the specified weight onto the Cessna Caravan (FSX default) without going way over max gross. Even without fuel for the flight. Is there an error on the max payload on the Grand Caravan somewhere?

Planes don't get added to the ASHA Division. The Division purchases the planes and then schedules could be created for those planes. The Division just finished purchasing planes about a month ago.
